Mauricio Santoro Rocha, first Brazilian PNK Fellow, has recently published an article that adresses some of the issues he worked in his Néstor Kircher Fellowship in 2012.
The article is a chapter on South America in Amnesty International´s book on Brazilian foreign policy towards human rights, which is the first of a series about rising powers and their human rights foreign policy.
