THIRD INTERNATIONAL SYMPOSIUM
This event is a collaborative effort of The New School through the Observatory on Latin America and Parsons The New School for School of Design , the School of Architecture, Design, and Urban Planning (FADU) and the School of Social Sciences (FSC) of the University of Buenos Aires (UBA), and the Faculty of Architecture of Chulalongkorn University in Bangkok, Thailand.
The Symposium is the third annual event within the Design and Development Program. The first symposium took place in Bangkok in February 2012, focused on “Unanticipated Futures” and was hosted by Chulalongkorn University. The second took place in Buenos Aires in May 2013 and focused on the “Urban Transformations and Anticipations. Bangkok- Buenos Aires- New York “ and was hosted by FADU, University of Buenos Aires.These events brought together designers, social scientists, and historians from the three universities to examine how these three disciplines can work together to improve understanding of urban issues as an essential step towards improving urban practice.
The events included visits to sites within the respective cities, a formal symposium with the presentation of papers by participants from each city, a day-long design studio involving students and faculty from the three universities, a panel of deans of architecture schools reflecting on the nexus of design, social sciences, and history in their institutions, and concluded with a meeting to agree on a future work program.
Previous symposia have highlighted the need for a common language of description and analysis among the disciplines, the richness of complementary disciplinary knowledge, and the importance of strengthening urban knowledge as an essential step towards understanding and acting on urban contexts, whether at the neighborhood, city, or metropolitan scale.
The topic of this Symposium is “Making City I³: Innovation, Incubation, Inclusion. Bangkok-Buenos Aires- New York” and focuses on three processes operating to transform the landscape of cities, their spatial organization, economies, and societies. While these terms have different meanings in Bangkok, Buenos Aires and New York, they provide provocative frameworks for analyzing and understanding distinct processes in these three diverse urban environments.
This event is focused on the three following themes (these definitions are indicative and will most likely be refined, enhanced or even discarded during discussions over five days during which we will seek to deepen our understanding of the complexity of “making cities”):
• Innovation refers to efforts made through policies, plans, laws, projects, investments, and social mobilization to transform urban environments to generate increased economic opportunity and social development. Innovation reflects intention, whether public or private, and can involve a wide variety of actors and objectives, ranging from defining new territories, planning new infrastructure, generating new forms of economic activity, producing new products, or to organizing communities to manage themselves for new objectives. Innovation clearly implies something “new”, yet what is innovative in one context may be established practice in another. Innovation can serve to strengthening status quo or to create a opportunities for bettering the living conditions of the most vulnerable population.
• Incubation refers to the diverse forms of support given by the public sector, private sector, or civil society to these new activities, whether financial, institutional, or technological, to allow them to develop and to achieve their objectives. It is the phase of implementation and experimentation of innovative ideas and activities.
• Inclusion refers to the full involvement and participation of social groups in the economy, society, politics, and cultural life without discrimination. Inclusion also refers to specific efforts made to overcome patterns of exclusion of groups for economic, social, political, or cultural reasons. It is the phase of evaluation of impacts on groups or communities or cities through time.
